Massachusetts is considering Bill H. 1343, which would mandate a “right of first refusal” where one parent, having physical custody/parenting time with children, would be required to reach out to the other parent who did not have the children at that time, and, if the other parent is available and desirable of doing so, would take the children when the other parent has a conflict requiring child care.  It appears that at least one other state has considered this and at least one has passed legislation.  The Bill is sponsored by Rep. Colleen Garry (D) Dracut.  There is wide controversy as to whether this is a good idea.
